Because they have a legal requirement to do so. they have a duty of care when these children are in their care. take the heath and safety act and bloke agement at work regs and apply it to a workplace in which there are children i.e a nursery / school. cover issues such as leaving them unattended, cosh - letting them come into contact with harmful substances, welfare issues - such as food, toilet etc.
