A number of the major car rental companies will allow a rental with a cash deposit but this is usually subject to you passing a credit check. for this you would need a uk address.
your other option would be for somebody else to make the rental for you and then pay extra to feature you as a named driver.
if this is not
an option try contacting local companies they will probably be willing to be more flexibke
