What car could i pick up for around £1000-1500, which has a high safety record, is cheap to insure and offers excellent mpg????

An older nissan almera. it looks unattractive, thus lower priced when second hand.
i would have said a hyundai accent, cheap and reliable but not so nice
on safety.
dont expect lots
for £1500 though. check safety on ncap details website. some older cars dont rate well.
