Car crash - should i report the driver?

Hi, last sunday i was driving along the a49. however half way home a car pulled out in front of me from a driveway. at this time the roads were flooded and it was still raining quite heavily. i slowed right down but still managed to smash into the front of the car in front. i did pull into the hedge but managed to damage my drivers side and his passangers side.the point is: the guy was polish, had no insurance, no licence (sorry abour spelling) and the car was not his. i managed to get all his details eventually. should i report this accident to the police? the first thing the guy said to me was that he did not want police involved. what should i do? the accident wrote off my car 2000 peugeout 106 xn zest and damaged the over car 1992 mazda 636. any help appreciatedsorry mt k i meant that i damaged the back of his car, and the front of my car

Yes you should have reported the accident to the police - it is a requirement that you do so. failure to do so is a criminal offence and carries an offence code ac20 - section 170 of the 1988 road traffic act. http://www.opsi.gov.uk/acts/acts1988/ukpga_19880052_en_8.htm#mdiv170 you may be able to claim (if not under your own policy) from the mib under their uninsured driver agreement - subject to the excess under the policy
