People gather at the main entrance to a sports club to smoke,?
Is the club liable under the occupiers liability act to prevent them from gathering there or is the club liable under any other legislation such as health and safety regs? the entrance is open and not covered in any way. people would have to walk through the group of smokers to gain access to the building in a normal way.

d when i read the question, a bit of a contradiction.
i dont think theres a legal standpoint apart from if its a fire exit ( they could be in the way) but you should complain, its not right that you should have to walk through that.
