The problem is more far reaching than most people believe.
the biggest problem actually dates back to when margret thatcher was prime minister, and privatised bt.
now bt is a private company with a near monopoly, (most "up to 8meg connections are
resold bt ones) it has no real need or want to upgrade the communications infrastructure in this country, which is mostly based on cables that are up to 100 years old!
and this is the biggest fundamental problem untill the network infrastructure gets upgraded to something like fibre to the home, things are not going to get any better.
