8mb broadband, 54 mbps, downloading at 56kb/sec - normal?
Is it normal that my usual download speed is 56 kb/sec when i am
connected at 54mbps?

Yes it can be normal, depends on the time of day, how man
y users are on in your exchange, and the condition the wiring between you and your exchange, and the distance from the exchange.
if you have option1 or option 2 you could be hitting your download limits, this will also slow things down.
run the speed check wizard that you get with the bt broadband desktop help program. it will give you some ideas to try if they consider your connection too slow.
