I really want to add titles to my pics so that when we show them on the tv ie via a cd rom then the caption appears on the tv screen. ie it is embedded in the picture like the subtitle on a film.

You can use a more high end program like photoshop or you can use something as simple as the paint program that comes with microsoft windows.
