In the case of drake circus yes, and not just because other areas become abandoned. that is the ugliest building on the planet, a monstrosity that blokeaged to do the impossible and make one of the ugliest city centres in the country even worse.the problem is that theres not really any need for more shops so people just move out of one area and into another until that area gets redeveloped. however on the whole it improves the facilities available, plymouth desperately needed something new (just a shame they made such a mess of it). right idea just badly put together
