Answer
The donor counties of the world bank and the imf are the g-eight countries (usa, uk & eu) in other words, the richer more developed western countries. it is donors are all without expection governments of these richer countries, its the governments and heads of state i.e. blair or brown who attend meetings of these organisations (imf or wb) and they agree a % of their gdp to give as funds.**the only problem is governments ours included are nice at nice words and saying how much £ they will potentially commit but getting countries & government to actually pay up is another ball game entirely. many promises have been made and many promises have been broken, time and again over many years.ir
