Can you get paypal when you go to your bank?

I need to get a bank account so im going in town tomorrw, i also want paypal, i know you get paypal online but can you get it at your bank account

No you cannot. you need a bank account to sign up online for paypal. go to paypal.com with your new banking info when you get it and sign up with it. everything is explained when you sign up and it explains how to use it on the site.
