Yesbt has a new system now called dsl maxinternet providers have to pay them extra to activate this and hence you will find them reluctant to boost your connection speed up for free.bt on the other hand, will be doing it for itself, they do not charge themselves , so, you can see why it would be possible for them and not others.however, the nice side of this is , after a few months, if you leave them to someone else, your line is already improved :-)hope this helps
