Can you reduce the audio signal from a cd player to an amplifier with an in line connector?

When i play a disc on my cd player at low volumes the output is either high or nothing. i thought that if i could put an attenuator connector in line to reduce the input signal this might give me better control. i know you can do this with tv signals and rf cable but is it possible with audio cable and phono connections?

Put a pre-amp between the cd player and the amp.
