Can i get a cable to connect a 14inch portable tv to a 19widescreen pc monitor?

I have a digital tv receiver for the pc but the reception is useless.can i get a scart connetion that will connect the 14 inch tv + the 19 widescreen monitor together so as i can watch tv on the 19inch widescreen. the hdtv is useless
