Buy a scart to composite lead and a tv receiver card for the pc which accepts composite video.
fire up the tv software which comes with the card and you should get the ntl picture.
if you also want sound into the pc then you might need a further converter to take the audio signal from the scart lead to the audio input (line in not mic) of your pc.
i cannot find any digital tuner cards which are compatible with ntl.
a cheaper solution might be to upgrade your aeriel and use a free-view tuner card.
