First off you need to remember, unless your community has a blight inspector, or ordinance person, probably nothing. if you do, contact them to see if there are any regulations that they may be breaking by erecting the fence. if it is in their yard and it is their fence, there may be nothing you can do. maybe the neighbors could get together and help make them an offer to make the fence look bearable.
