Does any uk bank offer internet banking suitable for clubs with predefined limitations on the primary user?

Most clubs etc require 2 or more people to sign cheques, as the committee are jointly and severally responsible for debts etc. it appears that if you use internet banking this safeguard is not available. we would like to limit functionality so that all committee members have viewing access and only eg. 2 members can make payments to pre authorised payees. we do not want the primary user to set up additional payees (eg self, partner etc) on line. payees to be set up by the bank on proper written authorisation. hsbc & nat west have told me the primary user has complete control once set up.

As far as i know, the only way to get round this is to have the access information split between the two trustees who you want to have access, so that no one knows the full access codes.of course, if your financial controls are robust and your treasurer and a n other checks the account online on a weekly basis, you would very quickly spot any unauthorised transactions. why do you want the whole committee to be able to view the account? the treasurer should be trusted to run the account with a n other keeping a watching brief.
