Under the new health and safety regulations, do i need to have pat tests for battery operating equipment?
The batteries in question are of 12 and 24 volts

Only if the machinery has an in built charger. in other words the charger is part of the machine and not seperate and plugs straight to the mains. if the charger is seperate then that will require pat not the machine.
